What "revocation pending" means for a trucking company

How an insurance cancellation turns into a pending revocation of operating authority, why the carrier still looks active, and how to read a carrier's status correctly.

The short version

A carrier with revocation pending still holds active operating authority today, but the federal regulator has started the process to revoke it. The most common trigger is that the carrier's required insurance filing was cancelled and no replacement has been filed yet. If a valid filing arrives in time, the revocation does not go ahead.

How it happens

  1. Motor carriers of property must keep proof of liability insurance on file with the federal regulator to keep their operating authority.
  2. When an insurer cancels a policy, it files a cancellation notice.
  3. The authority is then marked with a pending revocation. The notice period depends on the filing type; check the regulator's own guidance for exact timing.
  4. If the carrier files new proof of insurance before the revocation takes effect, the authority stays active. If not, the authority is revoked and the carrier may no longer operate for hire.

Why the carrier still looks "active"

During the notice period the authority status is still active. A list that shows only "active" or "not active" hides this important state. Common and contract authority each carry their own revocation-pending status, and both have to be checked.

A mistake to avoid: reading event history as status

A carrier's authority history is a log of events such as grants, revocations and reinstatements. It is tempting to take the latest event as the current status. That is wrong. A revocation event in the history can be old and already cured by a new insurance filing, without a neat "reinstated" entry after it. Current status must come from the current status, and a revocation pending from the pending status.

A status of "Pending" is also not active authority, and insurance on file below the required minimum is a warning sign in its own right.
